The meeting pointed out that during the 13th Five Year Plan period, the Ministry of Finance, the Ministry of Natural Resources, and the Ministry of Ecology and Environment launched pilot projects for landscape engineering, and supported the implementation of 25 pilot projects in three batches. During the 14th Five Year Plan period, based on the summary of pilot experience, the three departments continued to support the development of landscape engineering and selected 27 projects to be included in the scope of central financial support. Currently, they are actively and orderly promoting it. Since the implementation of the Shanshui project, a total of approximately 5.37 million hectares of systematic governance have been completed, achieving significant ecological, economic, and social benefits. The United Nations Environment Programme highly praised the project as one of the most promising, ambitious, and inspiring examples of large-scale ecological restoration in the world.
Each region should adhere to a systematic concept, strengthen overall coordination, establish a work coordination mechanism, increase the integration of funds, and promote goal and departmental coordination from the source of funds. We must strictly standardize management, strengthen project implementation tracking and dynamic monitoring, enhance performance management, accelerate project implementation, promote high-quality development through high-level protection, build a protection and governance pattern from the mountaintop to the ocean, and make greater contributions to improving the quality and stability of the ecosystem and promoting the modernization of harmonious coexistence between humans and nature.
The finance departments of Hunan Province, Guangdong Province, Fujian Province, Sichuan Province, Inner Mongolia Autonomous Region, and Dali Bai Autonomous Prefecture in Yunnan Province exchanged experiences, while the finance departments of Ningxia Hui Autonomous Region, Shanxi Province, and Mentougou District in Beijing made statements.
During the 14th Five Year Plan period, officials from the finance departments (bureaus), natural resource management departments, and ecological environment departments (bureaus) of 27 provinces (autonomous regions, municipalities directly under the central government) where the integrated protection and restoration project of mountains, waters, forests, fields, lakes, grasslands, and sands is located attended the meeting.
